Q: Are these feeler gauges oiled or do they come dry?

They come with a light coat of oil on them. You have to tug a bit to get them out of the pockets the first time. Just wipe them down with some alcohol to clean them up. Then they slide easily in and out of the slots

Q: Why is there no 0.11 and 0.13" gauges?

you can make 0.011 & 0.013 by combining the other gauges to get the thickness you want. i.e. 0.005+0.006=0.011 etc.
