Somewhere in between. It's definitely not as flimsy as a popcorn tin. More like the thickness of a lightweight metal office/bathroom trash can.

Q: I have two beagles who love food and get into anything they can. Could they pop the lid off this, or does it stay on well?

Stays on well it has a rubber strip around the base of the can that the lid sticks to well. I struggle opening mine sometimes so you should be fine!
