What is the "Lightening Base"? Is it a separate color or it should be mixed with others to make them lighter?

One big advantage of the Saphir Tincture Francaise line of colors is that you can mix them to achieve colors not available in shoes or other leather articles. In the case of shoes with smooth leather, you first use the Decapant. Then, give your shoes a color that distinguishes you from other 'brown or brownish' colors. The 'Lightening Base' is used to turn ~for instance~ the Medium Brown 04 into an almost Khaki which goes very well with British Khaki trousers.

How many shoe pairs can you dye with one bottle?

I used 2.5 bottles of the Saphir 62 Purple Base to dye brand new suede shoes purple: gray UGG slippers, red Charles Philip smoking slippers. I used 2.5 bottles to dye 2 pairs of shoes.

Yes, basically this is a leather dye. It can be used to treat the sides of leather soles, so that they look uniformly black (if you get the black dye). It can also touch up scratches in the shoe leather.
