Can I use this as an on off switch for 220v hot tub?

no. it is no a simple on/ off switch...it is a reversing switch to make motors spin the opposite direction

That is what I use mine for and it works fine

Can this be used for a trolling motor?

it will work as a 12v on and off switch.. it will also reverse polarity for forward/reverse. no directions so you will have to figure out how to wire it properly.
