I, personally don’t have an answer, but I would suggest you googled your question. From what I’ve read it would seem that energy rating system is rather out of date and hasn’t caught up with leds. It could be that the particular bulbs you quote were tested some time ago and at that time they came out pretty well but have since be surpassed by newer versions.
