Would these “play” if hung from a ceiling fan?

When you play them you normally swirl them. If you hang them from a ceiling fan and turn on the ceiling fan they only would move in one direction and most likely the ringer would just be pushed to the outside and not move. Like what happens in a merry-go-round you get moved to the outside and are 'stuck' there. I would hang them next to the ceiling fan so they are in the airstream which will constantly change and so they would swirl and ring.

Can they be kept outside?

These should not be exposed to the elements. If on a porch, with a covering overhead they should be okay. But being sure they are not rained or snowed on is paramount in maintaining it!

Amazing.
