Q: Can these hold a 8x10 frame?

I used an 8x10 frame but not an overly heavy one. If big and heavy, go for a more substantial easel.

Yes. I use them for plates about 8”.

Q: Does this open all the way, as in it can lay flat? Another way to state the question is: does it open beyond a 90 degree angle?

Yes, it can be opened beyond a 90 degree angle. But please know about 75 degree angle will work better.

Q: Wouldn't it be too heavy to support a 4 inches picture frame?

There is a smaller size, available in black, that I bought for my smaller plates. I used them to support decorative plates, but I am sure they also work well with pictures. I got a set of the clear ones and a set of the smaller black ones. They both are working very well, and I am pleased with my purchase. Thanks!
