would this help to stop dye going onto skin from dye transfer of a dress please?

It should do, I used it to stop dye coming off a blue dyed cotton fabric , it worked well .

Can i use the fixative after i have dyed the clothes?

You differently can use it after dying your clothes.

Does it work on bleach stains?

This isn’t a dye it’s to seal the dye. I haven’t tried to dye any bleached items but I don’t think it would work for that.
