Is this good for movies or music, or both?

I use it for both. Typically a sealed box has a little tighter bass with not quite as low frequency range so its a little more preferred by me for music. The SB 16 is so big and powerful it does better than most vented subs, just not quite as good as the PB16 ultra, and I don't have the room for the PB16. I don't care for the PB16 quite as well for music but it does go lower in frequency and for some people they like it better for movies. Its like splitting hairs, if I had the room I'd have a PB16 ultra as well.

How do these compare to something like the JL f113v2? Is it best in it's class or best of all classes?

Can't compare with JL. Not in the same class. Those JL's are $5,000 each. If you have the money, go JL. If you only have $4k or $2k, SVS or Klipsch.

can i run all my tech and 2 of these on a single 15 amp circuit without triping it ?

That would depend on how hard you push your system. I had one subwoofer along with three amps pushing 13 channels and did not have an issue. You will probably never come close to pulling full rated power from any of your amps, but I would recommend separate circuits if you are able to, at least with one of your subwoofers.
