Can you charge one joy-con at a time in the charging grip or do both joy-cons need to be in the grip at the same time to allow charging?

Each Joy-Con has a battery life of 20 hours, which is pretty decent. And, of course, you can slot them into a the Joy-Con Grip that ships with the console when playing at home. However, they only charge when connected to the tablet segment, either when docked or when used in handheld mode.
The charging grip wasn’t what I, or many other people, expected. I was under the impression that the grip would have its own batteries so you could charge the Joy-Con without being hooked up to your console over a very long cable.
This isn’t the case, and makes the chargeable Joy-Con Grip a largely pointless accessory. Why so pointless? Well, besides the fact you need to be close enough to a plug socket to charge when you play, there are much better ways to spend your money.
For example, you could spend £45 on this 20,000mAh battery pack, which would not only extend your Nintendo Switch battery life when out and about, but would help charge your Joy-Cons when they’re connected.

When the controller is connected via the lead, does the controller become a wired connection or is it still wireless?

Connection via the lead is for recharging purposes only so they remain wireless.
However if you buy a wired controller it must stay connected to work.

Can u plug this in to the wall from a USB plug?

You can charge it from a wall socket if it's got USB built-in or you use a USB-mains adapter.

Can you use this as an actual pad with the joy-cons attached or is it just for charging?

Yes, you can use it like the included Joy-Con Grip. To charge it just has to be plugged in.
