Can this be used on the neck?

If it's for someone with long enough hair to get tangled in then no. If your head is shaved then it will be ok. Maybe a feather or something else soft for the neck.

Can you use this one as a head massager as well?

Having used it on my own hair, it does feel rather nice. I would say that if you wanted to use it on a thick and/or long head of hair, the hair should be well brushed first (which can be quite sensual on its own). The head massager, especially the battery operated one, does feel somewhat different and is still very pleasant and soothing.
