Is this helmet designed to short both genders?

As I read the question,,,I'm honestly not certain what your asking. "Is this helmet designed to short both genders?" I can say that it fits male and females alike. As the info states you are able to somewhat adjust size with pads they supply. Good luck.

Is this safe for Skiing or rock climbing as well?

In terms of head protection, the design is basically the same as ski helmets, although this one lacks insulation so you would want it to be a size too big so you could fit a hat on underneath. Rock climbing helmets feature a harder plastic exterior, used to protect from falling rocks. Bike/ski helmets dont have a hard enough exterior shell to to protect from rock falls.

How wide is the xl helmet, with inner foam left to right at center?

It is 6 inches across from temple to temple.

How does this compare to the other "non-certified one" do they look the same and do they both have the special liners? Which one should I go with?

In comparison to the non-certified this model preferred more often then not. The fitting is nearly the same and includes its own set of special liners. We recommend to go with this model as it is more protective against falls and impact to the helmet region.
