Is it Water resistant?

Yes it is water resistant, the owners manual says do not immerse it in water. For rain it will work, I clip it to my backpack and got little rain. Maybe this helps?

Does it also charge cell phones?

No...it's just a crank flashlight with 3- Less..works pretty good have mine since 2016

No idea on that one . It's pretty good for a night walk and definitely something to have around on a power outage I've used it during one that lasted five hours. Greetings.

How does the solar panel work? As in, does it achieve a “full” charge if I leave it in the sun all day?
