Does the camera come with the mount? i also need compatible nvr and poe switch any recommendations?

No it does not come with the mount. There are multiple mount options you can order separately depending on your mounting method. We used the Axis PoE injector which worked fine. Have not tried it with a PoE switch directly, but it should be no problem. Just be sure that the switch is PoE+ which provides more power than standard PoE. The camera requires more power than standard PoE.

Is there a particular joystick controller that can be used with this camera through a pc?

It is a true PTZ camera so Pan Tilt Zoom with a Horizontal field of view: 65.6°–2.0° Lens 4.3–129 mm, F1.6–4.7 Horizontal field of view: 65.6°–2.0° Vertical field of view: 39.0°–1.2° Autofocus, auto-iris

How well does this camera operate in lowlight settings?

Very well. However, in low light situations it reverts to black and white, as most cameras do.
