Does it fits a 08 ford f250

I don’t know if it fits any vehicle. I flew off of my Jetta and ruined the racks, car and kayaks. 1/10. Do not recommend.

Would these work for a 4 door Ford ranger cab? I don't want to drill holes and mount permanent rails.

It should fit your truck, I know for sure you won't have to drill they work on friction/tension on the door sills.

what is the max safe speed?

This would depend on what it is you are mounting on them. The type of strap you tie down with and other factors. I have driven 70mph with my 12 foot kayak on it with no issues but I also use a 20' x 2" full wrap through the car safety strap for the just in case time.

Will these fit a 2013 ford focus st hatchback?

I don't see how it would fit. It was too big for my mom's Honda CRV...too wide. There is nothing universal about it. I would (and have after this experience) buy an OEM system that is more fit to your specific vehicle.
