I think you probably could if you put some 1-1/2” blue painters tape stuck tight on both sides, and start with a small 1/8” pilot hole first, followed by the size you need. Use sharp drill bits and don’t push too hard. Also set the pallet flat on top of a piece of scrap plywood or other flat piece of wood, hold it firmly, and drill through the pallet into the scrap piece to minimize break out on the opposite side. Carpenter’s tricks. Good luck.👍

If you using acrylic paint you can use water, once again not all the paint will come off the pallete.

Q: Is this a solid piece of wood or more like a particle board type wood?

I guess it's more like particle board wood, but it's not flimsy. I was happy with it.
