Q: can i ues a 9v battery to run it its for a helmet

I doubt it since it says it is for 12vdc not 9vdc. Give it a try, they aren't that expensive. It could be that it just won't run at full speed.

Q: How do I power these fans? what sort of connections/power supply do I need?

They are DC 12 volt, 0.10 amp fans. Battery powered. Meant to be plugged into the correct socket connectors in a computer - meant to be cooling fans for inside the computer. I wired them up to battery packs to use for cooling a person in a costume/fursuit. I used those rechargeable battery packs for recharging a cell phone... connected the wires to the charging cable using soldiering iron. But the fans come with connectors installed - just plug them into the matching connectors in your computer to install them as intended,... or modify them as I did, for use elsewhere. They have the 2 pin AV4010MB UL connectors already on the lead wires.

The item contains two fans. But each one is in a "Pack". So, it's 2 packs. 2 Fans. Total.

Q: Can this be used to make a watercooler?

That is a pretty vague question. Its hard to know what kind of watercooler you have in mind. I purchased this product to cool hard drives in my computer. First off, they are only 40 millimeters square, not very large. They require 12 volts to operate, and they are produce a high pitched whine while running. They cool my hard drives, but the high pitched whine sometimes drives me nuts. You get used to it mostly. If you're talking about a watercooler for a cpu they aren't big enough.
