Is this safe on plated jewelry?

Yes, this is safe on plated jewelry. However with any plated jewelry, the layer of plate is only so thick and with normal wear and tear and /or excessive buffing will eventually wear off and the base metal will come through. So take precaution when polishing and buffing the plated jewelry.

Can these wipes be used on gold plated jewelry?

Over time with wear and tear gold plating can wear off since it's usually less than a micron thick.
