what is the height when it is set up into the platform

according to the description the platform goes to 1.4m in height.

High enough to clean 2 storey gutters?

No, I wouldn't use these for two storey gutters. You would need a proper industrial 2 stage/3 stage ladder. (Lyte or equivalent)
