Can i put the dish rack down and the other one up ?

No you can't turn it any other way it wouldn't stand up because there wouldn't anything extra to support like the legs to stop it from tilting over.

Do the suction cups work on butcher block counter

In my opinion the suction cups will stabilize it but overall it’s very sturdy an I don’t think there will be a problem at all

Do the exterior holders (cups, silverware, cutting board) drip into the sink? It seems they would drip next to the sink from the product photos.

You do know that you can adjust the rack to fit right at the edge of you sink to that the water excess water can drop down and run off into your sink, just as long as it doesn't interfere with you water handles or knobs. You can also order for $7.88 the ZLR Silicone dish drying mat to place. under the overly extended side of the dish rack for drainage it's a great and very affordable solution.
