Q: Will this harm paint or power coat

No. It is meant to go onto both painted and unpainted surfaces. Even the concentrate is PH neutral so zero risk to the paint/powder coat or any protective coatings you have on it like wax or ceramic.

Q: Is this product safe for Grass/Lawn? Just worried if run-off will kill my sod.

I wash my boat on the concrete and never have a problem with it. It works well! Actually never thought about the grass.

Q: Is it a gallon or a quart? Some parts of the ads say 32 ounces. Some say 1 gallon? Please clarify
