Does this adapter support passive 48v poe? the description states: "support 48v unsolicited power over ethernet poe switch"; what does that mean?

I've never heard the term "unsolicited" in this context, but I suspect a language issue that equated "unsolicited" with "passive". I would definitely expect it to work, but even more definitely can't guarantee that :-)

will this work with the nest outdoor cam IQ?

The outdoor Nest IQ is powered through a USB-C plug but I wouldn’t mount the splitter outdoors. It doesn’t appear that the camera has an RJ45 plug — it’s only wireless??

What can adapter can I use to power this? Want to use it to power a helium hotspot but don’t want to fry it

You can use it to power your hotspot with PoE from your switch or an injector. This unit strips the power from the network cable. I run my hotspot and a small wifi router off of the power over ethernet using this little device. Works well!

Is the USB power output fully isolated?

Yes. I use it as a PoE stripper for a Helium miner. Data still runs through the Cat6 while power is transferred through the USB-C.
