Q: Can this be used as outdoor climber for a jasmine plant ? Will it rust ? Can it withhold Florida winds ?

mine has been secured inground for 6 mos in Florida. have detected no rust or wind damage

Not very much. It is not really sturdy. Vibes only, I would think.

Q: Is this stable indoors? I got the 78inch white double one that's not a complete circle. If it needs to be anchored indoors how do we even do that?

Most people use these indoors ..I did..it is stable but if someone pushed it over it will fall over like any free standing item would ..it has a stand and did fine indoors for my daughter's baby shower ..just make sure you have an hour assembly time prior to your event just to put the stand together then additional time to decorate

Yes if you have the right size and a way to attach it
