No idea, probably China. No longer have packaging.

Q: are the bristles strong enough to actually get through thick hair and clean the scalp properly?

I'd say yes. I have tons of hair, medium, and wavy frizzy hair and def. Got through my hair to my scalp. Nice little message feeling. However did unglue after 3 weeks more or less. But easy fix. Jist make sure it is completely dry and super glue it back in place and bam, works just as new. At leat for me it did. Hope this helps.

The top part that you fit your hands thru is plastic with the wings that go over you fings having an extra layer of softer material. The bottom part with the scrubbers projections is silicone. It is very comfortable to hold and use. However I have short hair and my husband keeps his very close cut and it works well for both of us. However if you have longer hair it may not work as well and get a little tangled. I love the way it feels on your head. I keep one in the shower and one by my computer as it feels good to run it over your head. They are well made. I have ordered twice, not because they wear out but because my great grandchildren took them over and wanted them. They work well on children in the bath (again if hair not real long) I think they would really work well on a under year old as it is sturdy enough to use but soft enough for their small heads.
