Q: Is the bottom case soft? Or plastic?

Soft plastic edging but firmer base. We struggled to use, found the plastic face hard to use/see phone through. Wasn’t a good fit for our iPhones though

No there is a smaller one but I went for xl.

Q: Can you charge the phone using the portable charger whilst riding?

It depends on the size of your portable charger. If it’s no bigger than your phone, it should fit in the space as long as you don’t have anything else in there. Tbh I don’t know why you would need another charge during a cycle ride though. Your not going to be using any draining apps whilst riding.
