Have not tried to wash, but it sure is easy to work with

How would I know? Ask the seller.

Q: Would this be good for dining chairs?

This is a very high quality fabric, it's reasonably thick and seems quite durable. It's good for clothing and things like tablecloths. But it may not be quite what you're looking for for upholstery. But, I don't do much with upholstery so I could be wrong. I can tell you that it's a beautiful fabric and the pictures don't do it justice, so if you were to use it as an upholstery fabric, the result would be incredible.
