Are these long lasting? And also are the UK legal?

Mine burned after 5 months. I barley even use the car.

What does "without led module for daytime running light" mean when looking for a h15 bulbs for a ford tourneo custom 2022?

Nothing, if you are searching for halogen lights it doesn't mean nothing. But if you want to install LED H15 yes, that is important information.

Are these high beam and low beam bulbs

I can’t be 100% but if that’s the right size for your high and low beams then go for them. The ones I purchased are a lot brighter then the standard OEM halogen bulbs.
