Q: Can this be used on fine hair to give it body and texture, but not stiff?

I would say yes, just use a small amount. My daughter has very coarse curly hair and I pretty much felt like this did nothing for it (seemed the same whether she had it in her hair or not). My curls are looser and more towards the fluffy side, and this stuff worked great, perfect amount of control but not hard and sticky/crispy.

Q: Can this be used on relaxed hair

That I don't know. But I'm sure they would answer that question at Mixed Chicks.

Q: Can this product be used on wet hair, and can other products be used afterwards?

Yes I've used the product after shampooing my hair and twisting my hair on coils with water and the product. Haven't tried it with other products
