Is this item plastic?

Yes .. But it does not go down stairs as it is too short.... It also got tangled constantly. I finally found an old long slinky on eBay that went down stairs like my daughter wanted. We have a black light, it seems to glow best that way if my memory serves. My daughter loved it. It drove me crazy. Lol. I think I spent a hour on Xmas untangling the thing. But she was only 4 and the issues were due to her not using it correctly. We also have very tall, odd wood stairs. For the price, if the glow feature is what you're after, it worked ok.

Does this Flow under black light?

I really don’t know. Don’t have a black light but, I would imagine the light colors would show up under the light
