In between. Perfectly ok but not equivalent to $100 ties. More the quality of rentals.

Not silk. Description says microfiber.

Q: Will this tie fit an 18 1/2 neck?

I'm a 17 1/2 and had to take it out to the last notch. I am a vocal performer so I do wear my ties looser than standard for performing. I would assume it would be rather tight for 18 1/2 though it claims it is doable.

Q: What fabric is it made of?

According to the description, this is made of microfiber; while it has a nice silk-like sheen, I don’t believe that it’s silk (I purchased the dark green one for $9.99).
