No not on its own it can be used in conjunction with a raspberry pi or Aurdino board that u code to move how you want it to.

Q: What do we use to operate the car? A remote controller?

It is just a chassis, you need to add some control boards , for example arduino ,and then you can use some sensor to control it

Q: What app do you use to code it?

I mounted an arduino board and used their online code editor. There is also a download version here. https://www.arduino.cc/en/main/software
