Q: Im planning on using this to paint the back of my leather phone, will it work?

I'm not sure what a leather phone is, but if you mean a leather phone case, I'd say yes.

Q: how should i prep the leather before spraying with this product?

I would clean the leather thoroughly with SEM 38353 Plastic and leather prep and make sure that it is dry. Then spray it with the 17093.

Q: Will this work for peeling leather? I have a black 'leather' office chair that has started peeling.

I bought it for a bonded leather sofa that was peeling (bonded leather is fake leather). The paint changed the color of the leather but did not help with the peeling; the paint was too thin to do that. Really about the same thickness as regular spray paint.

Q: Will this adhere to hard plastics ??

I used this product on a 2007 classic Chevy Silverado arm rest which is not a hard plastic, however before purchasing this product I seen several videos of people applying it to dash bezels and other hard plastic items. It has held up amazingly with no signs of wear. It has it be applied in several very thin coats, follow directions closely.
