What do ports 3 and 4 do?

Can I use this to add ports, like an always on hub? What I have has a AC adapter that always falls off the power strip.

Is there any software that needs to be installed for this to operate? I'm not talking about the analyzing tools. I'm talking about the tap itself.

For voip traffic does it mirror both send and receive traffic? i have a throwing star network tap and that only mirrors the send traffic.
