Are these real card and what kind of packs does it have

Yes, these cards are real (except for the giant novelty card, which you still get a playable version of). All of the packs are no older than the primal clash expansion. All of these cards are legal for the standard and expanded formats. I purchased this product and was quite satisfied, and I play this game very competitively.

Does this include whatever a new pokémon player needs? like a starter set? if not what else would i neef to buy? ty

It only includes 4 packs and I believe to play the card game you need 60 total. This also features an extra large collector card. That was one of the reasons we purchased for our son. I might recommend the lunch box pack. I believe it does have 60 cards. However each player needs 60. Hope that helps.
