The screws are already in it the first blade is already loaded.

Where can I find the rubber blade guard that goes on the end of the blade?

No idea mine came with one. Might Google the company to see if they carry them.

Is this scraper safe for using to scrape window art off?

No this scraper is to heavy and awkward, to use on a window. You are best to use a razor scraper made for paint. It is smaller, takes single edge blades, and does a great job.

Could you use this to remove popcorn ceilings?

You could but the blade is very sharp and you coukd damage the drywall in the ceiling
