yes it is a 2 pack. So 2 included on the box at the stated price

Q: What is the actual width of the 700x25 or the 700x23 once on the bike and inflated? I know this varies per bike.. (need to know if runs wide or slim)

Don’t know if this helps, they are thinner than the old GP 4000s and don’t last as long. I don’t use them anymore so I don’t know the width .

Q: Are these clincher or tubular

These tires require an inner tube. They should work with either clincher or disc brakes.
