Q: If I was to get them would they come clear or smoked

They are clear. The picture is not what u get.

Q: Are these in a glass or plastic casing?

Plastic, thin plastic. I’ve bought 2 sets, one clear and one yellow and the clear had a rock go all the way through the lens and destroyed my LED fog light. The yellow is on the car now and has a crack already after 6-7 months AND I put a clear bra sticker over them!!

Q: the included H11 bulbs are white or yellow light?

White. But it's NOT for a Civic SI without major modifications. AND the switch stays on constantly with or without lights on. I wouldn't but this set again if they gave it too me. Too much modification with NO instructions. I did get them to "work" but I've never spent 5 hours installing fog lights. Spend another $20 and get a better set, believe me it's well worth your time.
