Those leggings should fit sizes 6-10. Depending on what size you are they will be more or less fitting.

Q: Did anyone have issue with these leggings not fitting lower part of leg like a true legging.(very wide & baggy)?

No they are not baggy at the ankles. If you are under 5"5 you may have excess fabric at ankles, but it won't flare out. It still fits around the ankles. You can pull the up and adjust the fabric up on the legs to distribute any excess fabric. The could be hemmed if necessary, but no they won't be baggy. Out of the package they look very small. These really do stretch to fit.
