Q: Would this work to join two rubber gaskets? Will it remain soft?

I believe it would. I used it to join the two end pieces of a 1" rubber windshield gasket on my boat a few months ago and the seal still looks like the day I put it on. Since my boat is moored in salt water, it is subject to extreme weather conditions as well as air contaminants so it appears to be doing the job.

Q: Would this stuff work to splice the rubber moulding along the side of my (rubbing strip). I need to join pieces together to restore the strip.

Ya It could work for that, just make sure you let it fully cure

Q: Could this be used to seal a rubber grommet for a cord used underwater if it cures first before getting it wet?

Not sure about using it underwater. I used it to seal around my station wagon back window. I'm hoping it doesn't leak.
