Are these tiebacks solid metal ?

Yes they are. They are very solid

Are these strong enough to not bend if used for coat hooks for heavy coats?

I tugged on ours to test for durability. They are solid. I do believe they will be strong enough for a heavy winter coat. However, I would not recommended it for more than 1 coat.
