do these rust if left outside?

I bought these in Feb 2020 and they became so rusted in a little over a year that I am buying another set, but realistically I live in Hawaii where the sun and moisture damage wooden and plastic clothes pins faster, so although that is true I still like these steel pins better than wood or plastic clothes pins

Will these work on the folding clothes lines that have thick plastic or steel lines?

Yes, they'll work anyplace you'd use an old fashioned clothespin. My solar clothesline is thicker than most, and these pins are great. Unlike wooden or plastic pins, they can't fly apart because they're just one piece of steel.

Will these clamp over a child size hanger to hang items like pants shorts skirts etc in the closet

I just tried these on my granddaughter's clothes and yes, the pins held her skirts on the hangers. I'm not sure about jeans, though. I am really pleased with these pins.
