You can buy extra pages wherever they sell inserts for the size of your book. I went to a scrapbook store but they also sell the inserts in Joanne's or Walmart I think. You can only add about 8 more extra pages and you will need to go to Home Depot or some store like this to buy the hardware to expand the book. It's cheap but do-able. For 400 pictures you will probably need to buy about 4 or 5 albums... not sure as this book is thin.
