Q: are these designed to be worn over pants?

They tend to run small especially in the waist, so if you are planning to wear them over pants, go up at least one size. I'm 5'4" and weigh 110#. I ordered a small and am only able to wear leggings under them and the waist is pretty snug.

Q: are they for sailing?

I imagine they would be great for sailing. I'm a dog walker and wear these in the pouring down rain. They keep me completely dry & warm.

Q: Do these make a lot of noise while walking?

There's a rustling sound but it's not bad. I love these rain pants as they keep me dry during Oregon's rainy season. Folks have complained about the length but the fabric is rubbery, doesn't ravel so I just cut really neatly at rhe leg bottom. No hemming needed. If I need to close off the pant bottoms due to large puddles I use bike clips or gaiters. FYI on Women's pants (I have both types) the waist runs tighter than men's.
