Will this glue hold glitter cardstock to another glitter cardstock?

Yes, I use it with glitter cardstock with no problem.

When it is dried on to cardstock, does it leave a shiny clear image or does it blend in with the cardstock?

It dries clear but will darken the color of the card stock slightly It has a small sheen but not a shiny gloss finish. I would definitely want to contain it to under the image or object being glued down.
