Q: Why did the one I bought break after two uses?

I have no idea. I've used mine daily both in the pool, and also to remove any air pockets in my pool cover. It gets heavy use and not a crack.

Q: does this brush work on pebble tec?

I have been using brush on my pebble-tec for the last few years without issues.

Q: Will it scratch or damaged a concrete pool?

I use it in an above ground pool with no damage to the liner.

Stainless steel brush will not hurt a pebble tec finish but will get rid of green algae
