Will it?** A: Only if the ladder is mounted under the platform. However, all the stress and weight of the person would then be placed on the nuts and bolts insead of the ladder lever and platform. It is best for the ladder to be installed on top like it was meant to be. **Q: How do the steps lock in to the rails?** A: Steve, Not sure what you are asking but I'll try to explain how they are constructed and attached. Each step is welded to two round telescoping poles. One step for each set of poles and two steps telescope in and out of the other poles. The Velcro strap stops the steps from telescoping, remove the strap to open the steps. The entire ladder is attached to a platform by two screws or bolts through a bracket for each side of poles. The poles pivot on a single bolt in the attachable brackets. **Q: Does the ladder hang down or does it follow the hull and go underneath? The ladder i have now angles under the boat and impossible to climb out .** A: This will not go under the boat.
