Q: What are the sizes of the nock outs?

This box will accept 1/2 in, 3/4 in, 1 in, and 1 1/4 in conduit fittings. See the 2D CAD PDF in the documents for placement and quantity of the different sizes.

Q: Is there a way to attach a panel to the inside back wall of this enclosure? I would like to mount a power supply, relays, terminals, etc.

That is similar to what I am using the enclosure for. I had to drill holes in the side of the box to side mount it to a stud then I am mounting relays that have an insulating case to the back of the box with through screws. I will drill the holes for the relays. I am using the side knockouts to run a conduit to another enclosure. You could also use standoffs to mount a sub panel at the bottom of the box if you did not want screw heads to protrude out the back or use countersunk flat head screws.

Q: Will the door stay shut (by friction alone) without turning the cam lock? I want to use it to house my wall mouted garage door keypad remote.

Yes it will. I use it to house my sprinkler controls. I have never locked it and actually stays closed easily by friction alone.

Q: The drawing shows a latch in the center, What is it's function, Is it a locking latch?

On mine the latch is not key locking, but it is a good latching mechanism which requires the use of a flat blade screwdriver to latch or unlatch.
