Can I use it on fabric to quilt with my sewing machine

I would not as it will probably gum up your needle. Use Wonder Tape. Its made to lightly tack down fabric for machine sewing without gumming up the needle. It then dissolves in the wash. Wonder Tape has been a life saver for my sewing projects and tacking down appliques.

Does this ever become permanent?

Oh Yes! and very very quickly! You have to be absolutely sure you have the two pieces perfectly lined up because you cannot move anything once the surfaces have touched!

If I sprayed this on a ping pong paddle will it restore the tackyness to the old rubber so I can again add a bit of English to my serves?

Rubber can be cleaned using a solvent and / or etched. Contact 3M or Ellsworth Adhesives and use the applicable adhesive designed to bond rubber to wood. Check with Ellsworth as, they've got everything. I've bonded rubber sheeting as well as MLV to MLV to bonding PTFE etc. As long as the substrate is prepped properly using either a solvent or a base or acid etchant per the OEM TDS for a given adhesive to material matrix - you can bond anything to anything.
