The exact window size is 31-3/4" x 13-3/4". The nailing flange is approx 1/2" all the way around. It is not a structural part of the window so it is not included in the listed measurement. For new construction you would mount the window by screwing through the nailing flange. For remodeling applications this nailing flange can be scored and removed (similar to the way that drywall is scored and cracked). For remodeling applications you would screw and attach the window using the sidewall channel.

My rough opening is exactly 32 x 21.75 metal frame. Do you think it will fit since the actual height is also 21.75?

These windows come with new installation that means there's a tab all the way around the window you'll have to use a hackzall and trim close to the framing then that window should fit that opening if it's not out of square

what size are the flanges?

Roughly 2 inches outside lip and you can cut them to your desired lip overhang
