Does the pocket up towards the handle hold sunglasses or any type of glasses by chance?

If you mean the small curved zipped pocket, yes it could hold glasses but they should be in a case as there is very little padding there.

Will this bag fall over when set down?

It depends upon how you pack it. Like any bag, if it is top heavy, yes, it will tip over. This is a well constructed, well designed back pack.
